The Hierarchs
The Hierarchs, the highest leaders of the Holy Council, are a triumverate. They are differentiated by their gold armor and gravity thrones, although many do not make common use of the throne unless necesarry. They lead the Holy Council, and the Covenant as a whole, with their will being unquestioned by the High Council or the people. The Hierarchs rule for life, and should one of the die, the survivors are immediatly replaced, and while not required, by tradition, commit ritualistic suicide. Should the Covenant be at war, the Hierarchs are not replaced upon the death of one, until all are dead. The High Council chooses any suceeding Hierarchs.
