High Council
The High Council is a group of eighty represenatives, representing every planet in the Covenant. They are selected from planetary councils, and serve a life term, with option to retire. They serve not only as the planet's representative in the government, but also as ruler of the planet. They choose and are lead by the Hierarchs, whom guide them in their leadership of the Leth'aar.
